EDITS: i was just informed that bucky and o were both extracted on the scramasax(?? spelling), and the timelines seem decently close to matching up if you wanted them to have met there?

ten thousand yeas later, YES, definitely, they could have laid around uselessly together in the same area and be vaguely acquainted. bucky may have been kept separate from o at the very beginning b/c he tried really hard to strangle one of the medics with his noodle arm when he first woke up, but u kno. he settled down later.

also i was gonna say bucky got transferred to the shangrila once they got back to zion, just because it seems like a bigger, more central place to build CR, but if you wanted octavia there too we could say it's a standard practice? since the scramasax is a much smaller vessel with presumably fewer resources.

i think deuc helped her out a lot with her rehab so that kind of keeps her on the scram but if they acquainted over there it's at least a kick-off point to reacquaint in the future?? idk

that works too! rehab takes four weeks, is why I figured there's time to move around toward the latter end, but they can run into each other elsewhere & be acquainted at least.
