this sounds essentially like my dream cr for seoraj's ~main captain~, so i'm all about it. get ready for some proclaimers action metzger. but yeah i think wrt blind eye - seoraj is largely Not That Guy when it comes to challenging authority, he likes a clear chain of command that he is somewhere in the middle of, and because humanity exists he doesn't actually expect to always respect the person whose orders he is following. he will try and work the letter but not the spirit of really bad orders, but as a rule, you give him a command, it gets followed.

in a position where he's valued enough to have that leeway to speak up, he'll still reserve it 9/10 times - if he does speak up with dissenting opinion (unasked; he'll tell you what he thinks if you ask) y'all know he's weighed and measured and reconsidered, he feels strongly, and will ultimately be satisfied with having lodged that opinion if all it results in is "noted, go do your job", and pleasantly surprised if he successfully catalyses change.
