-While Sam has the ability to 'cast spells', that is mostly due to his knowledge of the lore and having access to the components required and the books for him to learn them. Most magic in this universe can be done by anyone with the knowledge to do so and access to the right components. Performing locator spells, hexes, curses and summonings is simply a matter of following a recipe. If you know the recipe, you can create the desired effect. As such, I would probably code it as technical, rather than anomalous.

Sam also has the same tattoo and rib carvings as his brother, as well, which provide protection from angels and demons in their canon. Crossing back into the Matrix would likely cause them to return, though I imagine they wouldn't have these in the real world.
